If I'm not mistaken, you have a 2000 Galant (Early model/Zenki). What kind of front lip are you looking for?
There are some varaiations of a "Home Depot" lip:

takumei86 used garden lining. A little further down the thread, you'll see that Exhaust power has a smaller style, I believe its garage door lining. Both these types of lining you should be able to find at a Home Depot or any similar type of store. There are several methods on how to mount them, do some research on other people's techniques.
People also use front lips from other cars like a CD5 Accord or the earlier Lancer OZ Rally.

Theres also several threads on other lips and how to install them. You can buy from ebay/Amazon. Usually people go for Integra Mugen/Type R/Spoon/etc. style lips.

Hopefully someone else can chime in for turbo's..
There is no "turbo kit" for the v6. If you want to turbo the v6, you will literally need to buy every component and make what cannot be bought.
If you think you can afford a turbo kit, why would you ask for a rubber front lip?
Because i cant find a front lip anywhere whats so hard to understand?
