You were right about 59 being green yellow and it does go to the TCU connector.
I have no clue what sensor impressed voltage is either, maybe just power? It is labeled as supplying 4.5-5.5v Key On Engine Off.
I'm trying to work out wiring in a 1g Turbo ECU for an AWD swap over on this thread.

Yeah I was looking through my notes, in my situation I'm using the 2g ECU so the sensor impressed voltage was an exact match. That data link connector may be the only thing missing from the OBD 2 in the 94-95...I'll have to check more thoroughly.

when I did my wiring.... If the 1g ecu didn't call for it. then i just put a cap on the 7g wire and moved on.
