No acceleration when gas pedal is pressed...

Hey all, I just joined this forum, have an issue with my gf's 02 Galant, she was coming home from work yesterday, some guy was going slow in front of her so she wanted to pass him but when she hit the gas pedal, nothing happened! First I thought it could be the transmission but I don't think that's it because the car never revved up when she applied the gas, it was almost like she didn't hit the pedal at all... And then shortly after, it happened again when she was stopped at a red light and when it turned green she stepped on the gas and nothing... Anyway, she made it home OK, I think it might be related to throttle cable, I looked under the hood and it's definitely loose, how do I go about adjusting it? Also, even if it's loose, shouldn't she have some response, even if it's reduced? It doesn't make sense that she would get nothing when hitting the gas pedal... I drove the car around and it seemed fine today... Any help or ideas are much appreciated.
