Lifter tick worse after installing all new lifters, need help! !

So i had a lifter tick for a while now, it wasn't horrible, but annoying. So i decided to install 16 brand new lifters. Let me describe what i did prior to installing them; i bleed them untill easily compressed to ger rid of the oil that originally comes inside of them, i then submerged them in clean oil untill all the air bubbles were gone and the lifter was stiff, i then bleed them once more untill it only had a layer of oil inside the lifter. The rest is pretty much obvious, my concern is that they are ticking horribly now, even after driving for 30 minutes. I do not know what i did wrong. If anyone has any advice, please share it with me.

I would check rocker arm shafts first:

That is exactly what it was, i tore it apart last night and noticed that the oil galleries on the rocket arm shaft were upside down causing the exhaust lifters to not fill up.
