Icon9 clicking fuse box under hood related to EGR

I have a 99 v6 6g72 galant, ok...got a 0400 code (EGR), changed the valve as well as the solenoid,as well as cleaned the intake manifold.....no clogs. code goes away....code comes back..UUrgh >:{. On top of that When I start my car up for the first couple of seconds the car feels like its going to die 1,000 drops to 550 maybe less (RPMS) 2 sec. after startup it levels out. Also dont know if this is related but after shutting the car off today I noticed about 5 relays were clicking like crazy......words can not describe my frustration.

Check for vacuum leaks. I dont think your relays will act up with EGR problem. Check your fuses and electrical wires.
    P0400 could be:
Plugged EGR passage which restricts the flow of exhaust gasses
    Faulty EGR solenoid
    Faulty EGR solenoid wiring/harness
Vacuum lines damaged/disconnected to the EGR valve solenoid or to the EGR valve
    Faulty EGR valve
    hope this helps
