GTZ won't crank

I recently picked up a 2002 Galant GTZ and it won't crank. I replaced the starter, made sure all of the connections were right, and put in a new battery. The dash lights go dim when I turn the key to run and when I try to start I don't get a click from the starter, just the sound of a relay clicking on and off.

If the lights are dim that battery isn't fully charged.

Ok, so I put a freshly charged battery in and all I get now is a click. Double checked my connections and everything is solid.
