its really up to you and your'e butt dyno. i mean how about torque, are you gaining losing etc. i mean if you gain 8hp and lose torque ur less likely to see a gain and vice versa...
and yeah if u think that short ram will add +8 hp it wont. sorry
It will also depend on the mod. Whether you will see a jump in HP in the low or high or an all around increase thru out the powerband.

Yep, Jason and Allan have the ticket. What mod are you adding and are you taking about Base horsepower (BHP) or wheel horsepower (WHP), also known as torque. A short ram will add between 5-8 BHP, but you probably won't notice that because it's not all transferred to the wheels. However, headers will add 15-20 WHP, and you'll definately notice that.
