I would say no... peep this T25 vs. 16g pic:

Wastegate actuator appears to be much larger... plus I know on my 14b the actuator is close and tight next to the turbo, and with a 16g there's a considerable size difference.

So you have a twin scoll 16g off an evo with a broken wastegast actuator. You have two options:

A) Go to "Satan" and buy a new wastegate actuator or find one elsewhere.
