Well, they actually do work on the 8G gauge cluster:

However, the needles on the 99-01 cluster only have 4 small "windows" to let light into the needles, so there are dim spots and bright spots as the needle moves across the gauge face. On the other hand, it is kind of a cool effect. On the spots where it gets bright, it really gets bright - a lot brighter than stock bulbs/LEDs.
The 02-03 needles may actually work better, as the "window" is a bit larger, but I didn't get a chance to test them out as my 02-03 needles are all hacked up from experimenting (FYI - I am using a 99-01 gauge cluster on my 03 Galant).
They were a B*tch to install, as you had to be really careful with the delicate wires and LEDs.

Some notes on the install:
In general, you need to clear your needles (scrape off the color on top of the needles). For the 99-01 needles, you also have to scrape off the silver coating on the bottom of the needles, then repaint the bottom of the needles white (I actually used Liquid Paper https://www.thegalantcenter.org/style_emoticons/default/laugh.gif ). For the 02-03 needles, the bottom is already white, so you should alreadt be set.
As for placing the LED rings, for the 8G galant, I had better results placing the LED rings upside down of what is recommended in the installation instructions - that is to have the LED on the opposite side of the needle. This is because the aformentioned windows on the needles are a bit larger in the rear of the needles.
I'm going to try and get my hands on some intact 02-03 needles to see if it makes any difference.
