customizing your Head Lights

Whats up, I remember seeing someone that made their own custom projectors head lights and I was woundering APC has these series 7 round driving lamps that have that same look as the bmw's with differnt colored rings and is there a way to wire them up to work as a high and low beams?
My other question is that can you make your fog lights brighter some way?

You could make your fogs brighter by using a higher wattage bulb but the downside is that the plastic foglight cover will melt.
