need some help with my mugen lip install!!!!!!

i cut everything out today but im runnin into a problem i want the lip to sit flush with the line accross the bumper right under the edge of the fogs but when i try to line it up i find that the vents in the mugen lip hit the bumper , i want it to look good so i dont know if i should cut the bumper or trim down the 2 vents on the lip please help. also anyone know if pepboys rents out heat guns and dremel kits ??? that might sound stupid but i know they rent tools just not the variety of em. help me out guys, also should i glue the lip or double sided tape plus screws????

the local hardware store has heatguns for cheap. i got mine for less than 10. and pepboys have crappy rotary tools you can buy for cheaper than probably renting one. it should last you longer than that project.
