How to install the filter cover for Injen CAI?

I'm stumped by the filter cover because it has an opening for half of the cone. I'm not sure if that opening should face outward toward the front of the car and 'scoop' cold air in or inwards to protect from dust and debris.

its a heat/splash shield.

so if you're you're using it as a heat shield it should be filter then the shield then the heat source.

if its a splash shield then its the front of the car, or wherever the splashing is coming from, the shield and then the filter.
