I have it on my wifes ES 99

As wether they were dealer installed or factory I dont know but this is the second ES ive seen with that on the seat. My LS did not come with that and my wife rubbs it in my face all the time.lol

im pretty sure they are a dealer add on...when i pulled them off to go with a katzkins kit on my old car they as well had the katzkin tags on them underneath
