driver seat electrical?

I own a 2003 Galant DE, was searching through the car and noticed what appears to be a factory wire under the driver seat, black in color with a white connector?

I don't have power seats on the car, and don't see where the wire is connecting to. Ideas? Also the car has a previous owner, it could possibly be something custom, but not sure what.

are the slices under the seat normal? i have under both seats the a + like slice so you can peel open the upholstery.
