Quick question about 2 items

This black piece, which goes behind the front bumper, just as you see it laying here, what is it exactly? Looked like a splash guard to me. It was just hanging there by one single plastic screw, so I removed it. Is this alright?

My other question, is what is this metal piece in front of the radiator? Looks almost like a part of a heating component. My question is should I mask it off (as well as the radiator) when painting the white parts around it black, or can I spray over it?

I believe the plastic piece is a splash guard, and mine is just hanging there with no plastic screws cause they broke lol

and the metal loop is the cooling loop for the power steering. I don't think it'll make that much of a difference if you don't mask it off, but I would anyway
