yea it does...

pullies pretty much puts less stress on the motor. them accessories like the ac alternator etc etc put stress on the motor causing it to rob horsepower. uhm with underdrive pullies they run these accesories slower to reduce that stress. downside is that these accesories don't run as well. uhm lightweight pullies, if u can find them also help too since they don't weigh as much.
