A/C Problem On My 03

My Galant is killing me. My A/C seems to work when it wants to, wether my engine is hot, cold or any other condition I can try. One shop says it needs to be charged another says that the clutch on my compressor is bad. Someone point me to a good starting point because I am taking this in to my own hands:021:

when its not working does the a/c light flash? does it just blow warm air? sorry just a little more detail would help.

No flashing lights or wierd sounds. From time to time it blows cool or cold but usually its just warm air
