sticking valves

hey guys, so I am back with my car trying to get it completely up and running, all of a sudden i'm getting 2 intake valves sticking, the lifters arent sticking but the valve is getting stuck and then slowly returning to its position, just trying to get any ideas on what it might be, or what to address when looking for a solution
