Traction Control Wont Turn On, ABS not working

i have spent many hours and weeks scouring the web and forums trying to solve this to no avail.
the TC is permantly off (wont turn on) and the abs doesnt work either but no abs lights are on.
ive checked the dtc codes and all ive got is a traction control vent solonoid and an
engine knock sensor. would that cause the abs to malfuntion there are no wheel speed sensor errors?
have any of you had a similar problem. any help troubleshooting this problem would be much obliged

None of the US cars have traction control and ABS is pretty rare.
