Normally there are only two reasons that a fuse blows, either a short or an overload of the circuit. There's a known problem with the horn in the Galants, and I believe there's a Service Bulletin about it. I had my drivers side airbag module replaced because the horn switch (inside the airbag module) would interrmittently sound by itself. You may have a similar problem with the horn button being shorted. You may also want to check the horn itself. It's the one at the lowest part of the drivers side frame under the hood. The upper horn is just for your alarm. The regular horn is located below that. The wires might be shorting out there.

you cig lighter is shorting out, check for stuff stuck in it, or stop using your cell phone in the jack.

There is a recall for the floor wiring harness and 1 for the battery cable insulator. either might trigger this problem. may be your horn has an internal short or the horn pad on your airbag may be stuck.
