Hey Guys i found a really good deal on Craigslist for a 95-99 GST APEXi Cat back. Im not turbo so how much will the 3" opposed to my stock 2.5 hurt?

Stock is 2.25" and you'll gain some top-end power while losing a bit of low-end torque. In general 3" is way too big for ANY N/A 4 cylinder. On top of that, it's going to be obnoxiously loud without a turbine in the exhaust stream. I personally would not do it.
to put it plainly, i went with the greddy Ti-C and its just barely 2.5in but mandrel bent and ive seen the gains that i wished for in the beginning and thats with my 3.5, RPW shorty headers and no cat. this is a great deal but if you get it then intend to go turbo rather soon so it doesnt accumulate too much dust while you gather parts for your build.

Well, unless you ever plan to go turbo... in that case, if the price is right, I'd do it.
I'm running 2.5" currently still N/A, but Turbo is planned for the spring. Low end Torque is definitely gone, swapping to the GM MAFT early kinda improved the low end response a bit to negate it somewhat. Some people say there is more pull in the upper rpms, but butt dynos aren't exactly awesome.
i'm willing to bet you have exhaust leaks.
You are correct, I do have 1 small leak that I need to weld over.
Peano is still running 3" and that shit is loud like Warm said...sounds nice, but loud. He may be going turbo again....I dont know
Last I talked to him (maybe two weeks) he was good. Working and thats about it, he's real low key lately. He hasnt even been working on his engine. He is rebuilding one but he has given no details of course!
