Where is the tension release for the alternator and powere steering belts?

You have to access them from under the car in the passenger side wheel well.
Once the plastic shrouds are gone, you will see the Alternator/AC belt tensioner pulley. Loosen the 14mm center bolt so that it's loose, but still somewhat threaded on. Then loosen the 14mm bolt that faces down under the pulley. This will move the pulley upwards to relieve belt tension.
For the P/S belt, the first belt must already be removed. There will be 2 bolts that need to be loosened on the pulley bracket. They are located just to the left of the pulley. Once those are loose, there will be a tension bolt just like on the other belt. This will cause the pulley bracket to pivot into a position where the tension is relieved from the belt.

I posted the best diagrams I could find in the Factory Service Manual (FSM) that I could find, in another thread. If I remember the thread I'll post them here again, or just search for power steering belt and it might pop up.

Not that helpful, so I would just go in there and check out where everything is. It should be pretty self explanatory once you are looking at all the stuff.
