I think I know where that lip is from. A Lancer OZ rally 02-03 models. I was looking at one today and it struck me that this lip maybe the same.

I just test fitted it, it is the OZ rally lip, took it off my buddies oz rally and it fits, however it needs to be trimmed on the inside, and it's a really tight fit on the ends, what I mean by that is the fact that you really need to tug on it to get it to reach on the ends. But they are freaking expensive, on evo m they go for about 300 used...
