Meh id save the 250 and do the maching myself and most decks don't need to be touched anyways just hit that shit with a wire brush check the cylenders with a dial bore gauge and hone them back in.
Get used to it, i was spending 1000-2500 each time i bought parts, when i bought my eprom, my fedanza, my exedy clutch, my ejectors, my ecm link and fuel pump its was close to 3k.
i tallied up all i bought in 1 day and its a lot. i still have about 2k plus left to go

Not sure what ECU you are going to use, but since you have a 96(4-connector ECU), unless you go with a 1g ECU, keeping the 7g harness will be easier then swapping to a 2g harness.
You technically arent re-pinning the ECU, you are simply moving 4 or 5 wires around and adding a couple new pins.
