Power Steering Only works at high rpm

I have replaced the power steering pump bleed the system and still only works at high rpm. Any ideas on what the problem may be?

It is possible there is a block in one of the lines, or one of the lines is allowing air in to the system.

Try re-bleeding the power steering system, also as always, inspect any lines for breaks or leaks.

Does it only give you power steering under acceleration?
