If its a canoe, yes. Single engine powered boat, probably not. It's front wheel drive with not much torque (even though for 4 cylinder its not bad), it can be possible, but it just might not go well. And if it's any bigger of a boat your talkin bout, hell no. To be honest, I don't think I've even seen a Galant with a trailer hitch, I'm sure there is one for it, but I've never looked into it as I would never tow something with it, but that's just me.
I just got a direct bolt on hidden hitch for my '09 galant
I am going to be using it for a bike rack so it is removable and wont touch the paint.
That is as much as I would try to tow with it.
Lol i towed a 1998 chevy suburban with the manual mode on my 2012 galant lol for about 20 miles i could say
