whats a good way to clean the block thread holes, don't wanna get a false torque when installing a new head gasket. I don't feel safe using a tap would rather use a thread chaser but what size would be best for the block?

Thread chases are taps are essentially the same thing. You just need one specifically for Mitsu head bolts.
These blocks are made of iron, if you are actually cutting metal out of the threads you're going to know because it'll be difficult. I would run the tap down once them blow it out with some air.
