'00 fail emissions at 20k? normal? or major?

I carfaxed a '00 and currently at 24k but history says that when it had 20k on, it failed the emissions test and the owner sold it 4k later.

Is this a minor issue that can be fixed by a parts change or something big? if you think i should buy this car, what should i do now to ensure that it will have no emissions prob in the future?

if you can i'd take it to a mechanic to see why the car failed emmissions. i know my car didn't pass emmissions because the tester just couldn't connect with my ecu. i had new cats and everything still failed. but yea, who knows it could have failed because the owner did some kinda modifications to it or something. i mean 24k, that car could still be under the factory bumper to bumper warranty and u might be able to take advantage of that.
