Well forgot to put Hood pins back in before I went for a drive and BAM!!! My G pulled an "EMERIL" on me lol..carbon fiber hood shattered my windshield WTF. On another note took my vr4 bumper off and shaved tow hook cover and plate recess...

I shaved and painted this bumper once before and it too failed just like you're but not until I hit a shopping cart cruising through a grocery store parking lot ...I turned to see what my daughter wanted and took my eye off the road.

So anyhow once it cracked, rain got in and then it failed all together.

But basically factory plate location has holes for the plate...I plastic welded those closed, then filled it in with spray insulating foam, cut off excess to the point where it was formed pretty well...then FBGLS mesh and epoxy resin/hardener, then bondo, then dolphin glaze..
As for the tow hook cover I pop riveted a piece of sheet metal to it completely covering the opening, gring wheel it all smooth then bondo and finished off with some dolphin glaze.. The reason why it failed the first time is because those factory license plate holes allowed for moisture to get into the foam....through or around th glass and somehow wet the bondo SMH..hope for the best lol

yup you got a good eye. you cant see in the pic but the rear tire is sitting on the fender in that pic lol. needs to be rolled and i also need to see how much more clearance i need in the front for brembos.
