Quick Question Exhaust Cover

I took off the cover to sand it down (Get it all nice and shiny). The bolts got stuck in 2 of my ratchets and I can't get them out. Will it cause any damage driving the car w/o the cover??? Also where can I get new bolts for it?? Thanx
