It looks average to me. It could have been worse. They could've charged more for labor.
Well you could buy the complete engine with 90 days warranty for less than $400 at some junkyard!
Looks like you paid retail, but for non OEM parts (meaning cheaper quality).
Spark plugs should be like $8 for a set of 4. Unless you have platinum or iridium ones, which your engine doesnt need.
Motor oil + filter, I usually pay $40-50 for the good stuff.
They did the water pump but didnt do the AC belt and water pump belt?
Labor charge sounds about right.
But for that price. I woulda bought a motor from a junkyard for $400 and have the shop drop it in for another $400

You mentioned that you got new lifters, is that what they call the head bolt kit?
it's $120 for an OEM waterpump online, dealer wants about $180, but that's still kinda high @ $200
