MY Galant 2003 with 113 thousand miles is making a noise when turning on and the fan near the grill is turning on an off every 30 seconds.
i have no idea what is it or what is causing it.

no the ac wasnt on . Also my engine stalled on me the other night when it was a lot of rain and hail. do you think the rain had something to do with the engine stalling . could it be electrical ?
In some way yes it could be. In rain your car's electrical system is really tested. You have so many things on all at once:
1) wipers
2) headlights
3) tail lights
4) probably the radio
5) heat or A/C
You are asking the car to do a lot.
Did you drive through any large puddles during this rain? That could also be a problem.
