Definetly 100% not. Post some pics, sounds like something wasnt put back together right. it almost sounds like your missing the timing belt idler pulley.

ok so heres the pic where the timing belt is scrapping to the far right im going to grind it down a lil bit

and for some reason the balance shaft belt broke all its teeth

stop!! grinding is not the solution your too close to that bolt grinding that will weaken whatever that is take another pic a lil farther away so we can see what were looking at...

Yeah man your missing the idler pulley. Let me dig up an old pic of my EVO7 motor with the timing covers off.....

Let me ask you this. Why did you change your belt? Did the old belt snap clean or get all torn up and then break. If it got all torn up, it would appear the balance shaft bearing siezed or the oil pump seized and caused the balance shaft belt to be damaged, the debris from the damaged belt fell onto the timing belt gear and caused it to get messed up.

Did you just have your belts changed? Did somebody change your balance shaft belt? Something is not right, other then you are obviously missing your idler pulley.

Its hard to say, but it "looks" like the BS belt is too loose, almost looks like there is slack between the BS gear an the belt on the lower side.
