Had the same problem with mine last year. There's gaskets at the top of the sparkplug holes. Those gaskets are bad. Not a real big deal to replace. You'll have to pull the valve cover off to do it.

My 2000 galant has 88886 miles on it. This last week, it started idling rough, and then the check engine light came on. Pulled the code, #4 cylinder misfire. So I pulled the plugs, and 1 has a little oil on it, and 4 is basically drowned in it. Now I know as I drove it home on yesterday afternoon, it stalled a couple times,and I know that the # 4 cylinder was firing at all. IS ti possible that the oil just leaked through due to the misfire? Or am I looking as bad rings??? Suggestions are greatly appreciated.

It is still a possibility, though not very likely. If you do not see any smoke coming from the exhaust then yeah it is probably the spark plug tube gaskets. They should come in a kit together with the valve cover gasket(s) so you can do all 5 at the same time.
If the oil is on the electrode (the part of the plug that actually sparks) that oil would have come from inside the engine, due to bad rings or a bad head gasket. If the oil is on the back of the plug (where the wire/coil attaches to it) thats due to leaking seals above the plug. There is one large valve cover gasket that runs around the perimeter of the valve cover, then there are 4 round gaskets, one that seals the valve cover around each spark plug hole. You can pickup the gasket set from the dealer for about $35-$40 or from a parts place like Napa for about $25.
