Just bought 00, signals/flashers not working

Just bought my third galant, a used 2000 (had a new 95 and new 98). My problem is the turn signals and flashers don't work. No clicking sound, nothing, just dead. My mechanic called dealer and they say I probably need an Anti-Theft Control Module Immobilizer for $170! Surely that is wrong information? Can anyone shed some light on what steps I should take to overcome this issue? Thanks

check the fuses. if it's not that, the flashers are in the ETACS ECU.

Yes horn works.

Assuming my mechanic checked the fuses. Why would the dealer want me to replace the Anti-Theft Control Module Immobilizer MR482502
