Help With Rims is this Corrosion???

Hey Guys I just recently got a good deal on these rims. See the Picture, and was wondering if that is corrosion or just something spun on. Whatever it is could anyone give me a good idea on how to clean them or resurface them.

Clearcoat is coming off, either clear them again or sand it down and polish the wheel every week to keep its shine.

Looks like maybe some strong degreaser was left on there a little too long

I originally thought it might be filiform corrosion, but it feels like this is just on the surface when I scrape at it with my nail. I am just scared to start sanding or buffing the rims and make them look worse. Drones I am planning on clear coating them for the summer, just need to get the stuff off.

I'd do a light wetsand with 800, then 1000 then finish off with mothers mag polish. See if you can just repair the clearcoat without getting down to the metal. Might be able to save it
