    09 galant 2.4l

    I installed a cai and I feel like it's not getting the throttle response ots.supposed to.any suggestions

    The CAI wont give you better throttle response. Cleaning the Throttle Body (TB) will help with better throttle response. The 8G has a throttle cable, I'm assuming the 9G does, you can check the throttle cable attached to the TB, you can take the slack out if there is any and tighten it up. Don't pull it too tight where the throttle plate is open and you can audibly here the RPMs increase, then you went too far.

    Did clean the throttle body and it still feels like no power til I hit 4K

    Stock or lightly modified engine won't make any power until you hit 4k. Torque peak comes up around 4500, IIRC. Intake manifold and throttle body upgrades mainly help with power at the top of the rev range.
