Another cruise control issue

OK, I'm trying to figure out why my cruise control light won't come on. My clock spring works, I don't have any lights out, no LED lights either. I've checked the fuses, and none are blown(aside from the power outlets on the dash, replaced it and still nothing). There is a weird set up in the trunk near the light, and I don't know what it's for.







Does anyone have any idea what this is for and if it can cause the issue I'm having?

I believe that's just the transmitter for the keyless entry remote fob
