But I thought cali spec had 3 cats. So wouldn't their be 3 o2 sensors?

yes 3 cats total yes. one precat for each bank and one shared main cat
as for the oxygen sensors, chip is right there are 4. its on page 15-19 in the service manual. one oxygen sensor before each precat and one after each precat.
