I'm assuming you have taken off the bolts . Try tapping it loose from the side with a hammer. Put a towel on the side of it an hit over the towel so you dont damage it.

you can google for places in your area that do chrome dipping
or you can google for pleaces that powder coat. you can get it powder coated chrome as well
