Most rebuilt parts use only the original casting. In this case the original turbine housing. The impeller, and any internals would be replaced, so yes its as good as new and many times carries a better warranty to boot.
Like it says I will probably going to get a brand new one but say I come across a nice deal on a name brand turbo that is used and get a rebuild kit for it. Once rebuilt is it almost as good as new? Thanks in advance for any input guys.

Sweet thanks man I mean I figured you basically replacing everything that moves and only keeping the cast parts like you said and as long as there is no cracks in those parts it should be good as new. Thanks man

I agree 110%, I had my turbo rebuilt by Precision Turbo and Engine. When it came back, it looked better then it did new.

maybe not today maybe not tomrrow, but wednesday. and it wil fail badly.
also you need to start with only minimal problems when you rebuild.
otherwise you will need a new compressor.
cause what happens is that shaft play allows the compressor to hit the compressor housing resulting in either a worn, bent or chipped compressor wheel.
once your wheel sees even minimal damage, its effieciency is out the window.

You could rebuild a turbo by yourself, it's not that difficult but the real peace of mind come with VSR balancing the shaft to insure long life of the bearings
