Since I always drive like the picture above, I want to know that what is the brightest setup that I can use for fog lights without HID, I'll change the whole fog lights if its necessary.

for fog, i suggest going for something with a yellow bulb. you can see much better with a yellow bulb than those white bulbs you have.

I understand the halos are cool to look at, but c'mon. Pinoyesv6 is right though, yellow gives the best as far as visibility goes. Your current fogs look bright as hell now. Probably the brightest you'll get without HID's.

The best of both worlds...
if you drive like that, it will make much more sense if you get rid of the fogs, and throw some driving lights along with a nice set of hid's.
this way you will have light output like a set of headlights
