When does it do this? When the car is at idle in Park? Or at idle while stopped at a light? Does it do this when youre running the defroster or air conditioner?

Sounds like your IAC (Idle air control) valve has crapped out. It constantly idles up and down on idle right?

if you recently unplugged your battery that could be it, give your car some time to re-learn everything it needs to.

I have had two cars in the past that have done that while in park and it was a vaccum leak. They were both automatics.
