    I had the IAC go bad and these were the symptoms as well. When your IAC goes bad, you can do various band aid fixes to help your car run a little more before having to change it, but in the end you have to change it. As suggested, get a used IAC. There are guys parting out Galants here on TGC. Otherwise if you don't have access to a Junk yard, try eBay -

    Don't change your idle, as I said, this is only a band aid. The idle is adjusted from the factory as required by our engines and never needs to be changed, except in an emergency.

    Your mechanic rotated screws "SAS" and "Fixed SAS"? If he touched these screws, idling must be re- configured...

    yes he touched those screws, now replaced the bad IAC with a new one and the RPMs are way to high. How to configure Idle. what is the location of SAS?

    Before doing any of the stuff below, disconnect the negative on your battery and wait for 5 minutes and reconnect, this will make your car re-learn the idle as you have a new IAC.

    I can't remember, I think it's on the Throttle body, there should be a screw that needs to be turned with a flat head.

    What I did was adjust it to the lowest level and that got it back to factory specs. Also had to disconnect the battery and reconnect for the car to re-learn the stuff.
