"the fuel consumption module" is simply a relay that trigger the fuel pump when the car is cranking (getting cam signal). Thats all it does. It has nothing to do with fuel consumption at all.
Now the only way to know that the car is not getting gas is to have a gauge monitoring the fuel pressure while the car is running. It should be around 40-42 psi with the vacuum line connected to the fuel pressure regulator, or 48-50psi with the vaccum line removed.
To me it sounds more like a massive vacuum leak, or spark problem - distributor/crank position sensor. Either way, it should throw a code. Is the check engine light on?
