If I were to take off the front tag holder, I know theres gotta be some screws in there thats gonna leave some screw holes in the bumper. How would I go about patching/covering those holes up once the tag holder is off?

Best bets are probably gonna be Eurathane. Bondo may not hold as well as Eurathane because it drys hard. Eurathane on teh other hand will flex. Not saying your bumper is gonna do all that much moving but it seems like the better choice.
That or just get 2 push pins and shove em in there.

If you have a front bracket, just screw your license plate/ label holder onto it. If you don't have one, you might consider using an adhesive-mounted bracket or a bracket made specifically for the shape of your model's bumper.
