Find replacement fob ("remote key") for Galant 98

Hi There!
My dad's fob is almost dead, I have tried to repair it, resolder all connections, etc and it rarely works...
I was wondering if there is any generic programmable remote for this car. This is the type of remote he has:

Does anyone know if the programming procedure can be done "at home" with no specific tools?
Or if not maybe someone knows the frequency and or type of coding it uses so I can try to find a compatible one?
