Or do I need to upgrade to ceramic? The semi-metallic seem to be doing a good job under moderate braking, but under hard braking they suck.

hmmmm... well that is why they are slotted/drilled, to prevent that very thing. Ceramic pads will definately cut down the heat and gas, maybe you should give them a shot, I would be very interested to know how much a difference it makes. I nice set of Axis or Hawk pads could be in my future.. my rotors are only cross-drilled though.
I just installed my new rotors and Axxis pads yesterday... didn't notice much of a difference in braking thus far either way, although I haven't done any hard braking and probably will try and avoid that for another 100 miles or so.
